Yeah, the school reports that there was lifting. But with nothing presented from the other child's point of view, I'm inclined to believe the first kid.

In other words, the school doesn't believe hugging is a crime, they (correctly or incorrectly) thought one kid was roughing up the other.
Nothing is presented from either kid's point of view, you'll note.
